Council Report, 17 August 2011
By Holly Franklin
Dennis began the meeting by expressing his sadness and condolences at the death of former Councillor and Deputy Reeve, Dick Visser. He said that Dick loved to laugh and was outspoken and that he will be missed. (Amen to that – he was very much loved by many. Last fall, during the mayoral election campaign that Dick lost, I had some misgivings about publishing some of the articles he wrote, especially in the face of the Pioneer Advisory Board’s condemnation of my doing so – anything that smacked of the truth about Puslinch was NOT to be published in their beloved paper – but in the face of Dick’s death, I am profoundly glad that I did publish all of his articles. At least I did something good for him, a man whom I loved and enjoyed immensely, as did many others in Puslinch and elsewhere. A very sad farewell to you, Dick, and we trust that happiness and contentment are your constant companions, wherever you are.)
Fire Chief Gordon reported that the Ministry of the Environment has advised that something like flattened cars on a truck that is on fire will not be able to be taken to the land fill for much longer. Jonathan Kam, the new Wellington County Training Officer, will provide both the Township and the County with the same type of training.
Stan Denhoed has concerns about the levels of chlorides and isotopes in both the penetrating and geothermal wells in Puslinch.
1st delegation. Nic Parker of Explornet, Bob Claremont, real estate person who looks at sites in Wellington County, and Don Ticknor, in charge of communications, gave a presentation about erecting a telecommunications tower on Gore Rd. Sue Fielding asked what Puslinch’s role is in these towers and their placements. Nic replied that the Township can refuse the towers, but they can be over-ruled by the Federal Government, and this would lead to a nasty law suit with the County. The tower on Gore Rd. is for internet access.
Wayne Stokely – would you have to build a bigger tower if email, cell and TV access were going in? Nic – we would offer these to Bell as Rogers with our tower. The stakeholders in these towers – the landowners and the Township – have received letters of notification about Explornet’s intentions.
Ken Roth – are you doing this for the County? Nic – yes. Ken – then why are you going so close to Flamboro? Nic – we are a business, and we are therefore offering service for both Wellington and Flamboro. Ken- will everyone in Puslinch Twshp. have hi-speed internet as a result of this tower? Nic – no, @85-90% will. To get 100% coverage, a 200-foot tower would be needed, and it’s too expensive.
Dennis – we would have been a lot happier with your company if your first response to our questions had been better. Your second response was better.
2nd delegation. June Ayrhart, landowner on Gore Rd. We strongly oppose the placement of this tower. It will be seen by 3 homes and our real estate values will be compromised. We received conflicting information from Xplornet. Nic – a view problem isn’t a valid complaint for Industry Canada to reject a tower’s placement.
Dennis – we are guided by Industry Canada, and items of view and real estate aren’t valid reasons to reject the application from Xplornet.
The motion to accept the application from Xplornet was unanimously agreed upon.
