Council Report, 21 December 2011

Thanks to Holly for doing the last report.
This was a relatively short meeting – too close to Christmas! Some of the Councillors and the Mayor are still adjusting to the lapel microphones so I don’t hear everything – just a lot more than before! Councillor Wayne Stokley needs to give them all a lesson!!
Items of Interest Arising from Communications.
1. McClintock Trailer Park. An application from David Harsch regarding an application for approval of private sewage works was seen as a good idea by Councillor Wayne Stokley. Both he and Councillor Susan Fielding felt it could only benefit Puslinch Lake.
2. Source Water Protection. The correspondence from Stan Denhoed regarding the drinking water policies to be implemented by the Township raised the concerns as to who would be covering the cost. Susan reported that other municipalities had raised the same concerns.
Items of Interest Arising from Intergovernmental Affairs.
3. MPAC Assessments. Wayne noted that Waterloo had some concerns with the issue and wondered how it was affecting Puslinch. He also understood that changes were in the making.
4. Cost of OPP. Susan commented that we received exceptional service from the OPP and she did not think the cost was too high.
Fire Report:
· The chief was not using a microphone so I was unable to hear his report.
Delegation.
Ken Williams, Puslinch Optimist Club, was scheduled to appear before Council but was unable to make it. However, Mayor Dennis Lever was able to address the matter which related to the new digital sign and scoreboard for the Optimist Recreation Centre (ORC).
· It would replace the current sign.
· Was to be partially funded by the Optimists
· Township would also be paying a portion.
· The sign would have both the time and temperature on it.
· Susan was hoping the old sign would be recycled to the Badenoch Community Centre.
Appointment of Members to Various Committees.
The following were appointed to Committees. For the first time, Council Representatives on Committees of Council would be the Chair and Vice-chair of the Committee.

Wayne suggested that letters of thanks be sent to members of the Committees who were stepping down. Many of them had provided many years of service to their respective Committees. All agreed this should happen.
(I note that the Mayor is only on one Committee – the rest of them are carrying a heavy load).
New Business:
· Wayne said that the Active Transportation Committee was looking for input on possible trails in the area. He would be putting together a list of interested people and asked Council for suggestions.
· Jerry said that he had attended a Friends of Millcreek meeting and it was very productive. Their fund raising projects had been very successful.
· Jerry presented the Township (through Dennis) with a plaque from Friends of Mill Creek.
· Dennis remarked that the Friends of Mill Creek were pleased with the Township’s purchase of the property next to the Community Centre.
· The Sale of Property was unanimously accepted.
Brenda brought forward staff concerns regarding a decision made at the Recreation Committee meeting the previous evening regarding free skate time at the ORC.
· Staff were concerned that there was no free time with sticks for the hockey players.
· Dennis said that the problem last year had been that the older hockey players (teenagers) took over the rink and the younger players did not have a safe place to skate.
· Wayne raised the question of liability if someone got hurt.
· Volunteers from the Optimists would be manning the rink over weekends and they did not want to have to police the rink.
· Councillor Ken Roth suggested that they could offer family skating with sticks.
· It was decided to let staff make the decision on providing some free ice time with sticks but they would have to take into account Council’s concerns.
The next Council meeting will be January 4, 2012 at 1:00 p.m
