Council Report, 1 February 2012

Grand River Conservation Authority
- 2012 Budget: there will be an increase of approximately 2.5% for Puslinch. This is mostly due to decreased government funding. Discussion on amount of money paid by Puslinch in proportion to the whole. The amount is based on current value assessments.

Delegation: Matthew Bulmer re agreement for Aberfoyle Farmers Market.
- As well as the Market activities, the market also provided a venue for community groups to promote themselves. It also contributed to the Fall Fair.
- Now looking for a 5 year lease agreement. This would enable the market to plan for the future and also for the participating vendors.
- The request was unamiously supported by council.

Delegation: Kelsey McCormack for University of Guelph Well Drilling: slight change in the location, everyone is Ok with it.

Friends of Mill Creek: land purchase adjacent to existing Rec Center. No plans yet for its use; discussions will be starting soon. Will be looking for input from the various parties as well as the public.

Local Health Integration Network: Susan has a meeting tomorrow regarding the issues for the township. Very little is relevant to Puslinch. Items for discussion: difficulty for people to get to their medical appointments. Possibility of having a flu clinic in Puslinch.

Story’s Bridge: GRCA has accepted everything based on the original plan presented (taking out the footings and abutements). The bridge needs to come out this year. Issues are whether to just take out the bridge or the footings and abutements as well. Council is looking for the cost of each option. If the decision is just to take the bridge out, then will need GRCA approval again.

Canadian Guidelines for Establishing Posted Speed Limits: Transportation Canada has published guidelines for establishing speed limits. These guidelines will ensure consistency and use the same evaluation guidelines for all roads. Council asked for a sample study and a list of priority roads to be done.

New Business:

- The Publics Work Committee had its inaugural meeting. Many issues were discussed: winter road maintenance policies, snow removal on township properties, railway crossings, snow budget, removal of snow on sidewalks.

- The township website has a new address: www.puslinch.ca

- Brandford to Cambridge Corridor project (actually Brandford to 401 in Puslinch). Area has a great number of environmentally sensitive areas. Council opposed to it coming through the community; would be very destructive to Puslinch. Existing projects need to be completed first. County needs to be involved. A resolution should come from council opposing the project.

At this point the Council went "in camera" and Mayor Leaver said he didn't think that there would be anything else to rport.
