Council Report, 2 March 2011

Ken and Marilyn Murray, representing Ellis Chapel, gave a brief presentation to Council about plans for the Chapel’s 150th celebration this summer. As representatives of the Board of Directors, they explained that since 1962, the Chapel has been maintained as a historically significant building and that it is used for weddings, celebrations and musical concerts. They are currently asking for $2500 from the Township to help fund this year’s celebration. Council will include their request in their (Council’s) budget deliberations.

Wayne Stokely commented on Woolwich Township’s request for increases in aggregate fees and asked if we should support this resolution. Council made a motion to do so.

Linda Dickson (Emergency Management Coordinator for Wellington County) and Brad Patton (County Fire Coordinator) gave a presentation about why Wellington County needs a county-wide Fire Training Officer. They stated that this position will be funded by the County and that the position will be of help in the areas of firefighter health and safety, liability issues, and improvement of training with respect to firefighting services. In order to offer everyone in the County the same service, harmonization is needed in these services. There is increasing demand as former residents of large urban areas (i.e., Toronto) move into Wellington County and expect the same level of service here as they received prior to their moves.

A delegation came from the Hamilton Region Conservation Authority and explained some of the work done with respect to the Beverly Swamp, Valens Conservation Area and the Fletcher Creek Ecological Preserve. Access to Fletcher Creek on Conc. 7 and the Gore Rd. was mentioned as being not easy and not well-advertised. It will be looked into.

Glenn Harrington spoke about the Neubauer Pit application and asked for the Township to remove its objection to the pit so that CBM can apply for a licence as soon as possible. He also asked that the Township support the official plan amendment and by-law. There were questions from Ken Roth and Sue Fielding about the change in the ANSI boundaries. Dennis said that the ANSI boundary has been re-drawn by the Ministry of Natural Resources, and that we need this redrawing explained to us before we can make a decision about this pit. No one wants to support this request until they know it’s correct, and the MNR needs to come before Council and explain this to us. A motion was brought before Council to support the official plan amendment and to withdraw the objections. All of Council and Mayor Lever voted against this motion. Needless to say, Glenn Harrington et al. were visibly upset, and left the Council meeting in haste. This writer wonders if there will be any fall-out from this rejection.

Bev Wozniak, a delegation of one, gave a very confusing presentation about developments at Reid’s Heritage Lake project on Cty. Rd. 34. This writer thinks that what she is objecting to is the fact that 2 houses have been constructed on this property prior to wells being drilled – the opposite order of what is supposed to happen here. Ms. Wozniak’s questions are why aren’t procedures being followed, and why should she have to keep tabs on what is happening there? Bev wants a stop-work-order issued. She can’t seem to get any answers from the management of the project. Dennis and Council will investigate.

News about the request from residents about the closure of Conc. 1 at Hwy. 6: statistically, the closure isn’t warranted. More problems and accidents at Bryant’s farm machinery driveway. Council voted against the motion to close the roadway. There are ways to predict if an intersection will be a problem, and Council will talk to Gord Ough and Gamsby and Mannerow about this approach (an engineering matter). Concomitantly, a hand-written letter from Sarah Band (sp?) re the intersection of Leslie and Victoria (scene of a recent fatal crash) requesting a 4-way stop. A by-law will be brought to the next Council meeting.

Dennis will look into the closing of the Guelph Junction Railway mentioned in an email from Marjorie Clark. She wants to know if anything can be done about the closing. Feeling in Council is that it is too late the financing.
