Council Report, 4 May 2011

Holly and I have switched for this month – she will be doing the May 18th meeting.
Highlights from the general part of the meeting:
As reported in the last Council report, Dave Thompson, Building Inspector, is leaving to become a fire fighter with the City of Guelph. An acting Building Inspector is being appointed until the position is filled permanently. A landscaping design has been done for the Puslinch Community property along Maple Leaf Lane. A meeting will be set up with the residents to discuss the plan.
Don Creed, the new Road Superintendent, presented his report – he had only been on the job for 2.5 days!! Council gave him some guidelines on what they would like to see in future reports and that they would like it as part of the Council package. Don had visited Story Bridge to familiarize himself with the situation and noted there was no signage. Council requested that both the signage and a barricade need to be erected as soon as possible.
New Business:
Wayne Stokley reported on the Green Legacy tree distribution the previous Saturday. It was very well attended and 5,000 trees disappeared very quickly. He thanked all those who helped. $90 and 255 lbs of food were collected for the Food Bank.
Susan Fielding reported on the joint COP Committee, local churches and OPP presentation of Looking for Angelina on April 27th. It was a movie about domestic violence in the early 1900’s and more than 40 people were in attendance. Hopefully the message will get out into the community.
Susan also reminded everyone that it was the Township Clean-up this Saturday (May 7th).
Dennis Lever mentioned that Marilyn Crow was the Volunteer of the Year for the County.
Dennis said that the County had had a good Ambulance/EMS meeting with the City of Guelph. They seemed to be resolving their differences.
Delegations:
The only delegation was Amanda Levy. Amanda will be facilitating the first gathering for the residents in the Township on May 18th. Originally it had been called a Town Hall Meeting.
After discussion with Wayne, Amanda came up with the following points:
- The purpose of the gathering was to provide an informal opportunity for residents to put forward their ideas for the future direction of the Township. Questions could be asked, ideas suggested but no decisions could be made – it was not a Council meeting.
- That the name of the gathering be changed to a Community Forum. Previously there had been a Community Forum in the Township (about 15 years ago) and several good ideas had resulted from it, including the formation of the COP Committee.
- It is only open to residents of Puslinch (though, in discussion later, it was decided that all taxpayers (some own property but do not live here) would be included.
- A 1-hour meeting might be a bit tight. Council may want to think about lengthening the time frame to 90 minutes for future forums.
- The guidelines needed to be communicated to the Township residents ahead of time via posters, e-mail, etc. The guidelines included: registering beforehand to speak and what the topic would be, length of time each person could speak, the schedule for the evening, etc.
- The forums should not be monthly, but rather every second month to give Council time to act on suggestions. It was a way to show progress. The first forum was May 18th. July is not a good month for a meeting, so the next forum would be September and then every second month after that. Three or four forums should be scheduled in a row and a commitment should be made not to change the dates.
- Suggested that it not be the same night as a Council meeting and should be a specific day in the month: 1st Tuesday, 2nd Wednesday, etc.
All of Council liked the way it had been set up and felt they were taking a positive step. Dennis suggested that, when residents registered, they be reminded that the topic had to be municipal-related. Amanda suggested that, even if they were Provincial or Federal issues, they should be allowed so they could be used as an educational tool. A way to show what is within the municipality’s power. (As I recall, not much)!
There were a few minor word changes on the poster and Amanda and Heather Krouskie would finalize it and it would be distributed throughout the community. Wayne suggested that a contact sheet for residents be developed after the May 18th forum.
Susan asked that a “debriefing” session be held with Amanda after the May 18th forum to discuss what went wrong. Amanda suggested that it would be worthwhile to discuss what went right! They should look at all the issues and turn them into opportunities.
Dennis said they would learn as they went along. He felt that all Council should be involved in decision-making for the forum. It was decided that the large room at the community centre would be used for the forum – thinking positively!
Council thanked Amanda for her presentation.
The next Council meeting will be May 18th in Council Chambers.
The Community Forum will take place prior to that on May 18th in the Puslinch Community Centre at 6:00 p.m.
